URBAN RENEWAL AUTHORITY (URA)

REHABILITATION

An important segment of urban renewal, building rehabilitation extends the lifespan of buildings effectively and enhances the living environment. In order to assist property owners in the process of building repair and maintenance, URA has integrated various building assistance and subsidy schemes in the “Integrated Building Rehabilitation Assistance Scheme”, which aims at facilitating buildings owners to acquire professional assistance more easily.

With an all-in-one concept, the recomposed “Integrated Building Rehabilitation Assistance Scheme” provides building owners with various services including  “Operation Building Bright 2.0”, “Fire Safety Improvement Works Subsidy Scheme”, “Lift Modernisation Subsidy Scheme”, “Mandatory Building Inspection Subsidy Scheme” and more. The integrated scheme also serves as the platform for applying for “Building Safety Loan Scheme” managed by Buildings Department.

RETROFITTING

Building rehabilitation is not just about making improvements to the basic condition of the building to comply with the safety and hygiene standards. “Retrofitting” can upgrade the building through retrofitting of facilities which meet the modern standard, thus improving the living quality.
Building structure strengthening
  • making the building safer and prolonging the life span of the building
External Wall finishes improvement
  • strengthening the building and making it more durable
Installation of barrier-free facilities
  • for the elderly and the disabled
Introducing energy-efficient installations
  • helping the residents to save expenditures on electricity
Enhance fire services installations
  • making the building a safe place to live
Greening

Preventive Maintenance

Building owners are responsible for the proper management and maintenance of their own building. The URA encourages building owners to carry out regular inspections and timely maintenance to ensure the building and facilities are in good condition.

The owners should maintain a checklist and timetable for routine inspection and maintenance, and keep all the relevant records properly for future reference.

Benefits of Preventive Maintenance:

  • To effectively maintain the conditions of building elements and facilities
  • To slow down aging and to extend the life span of buildings
  • Lower cost than carrying out the emergency repair works
  • To minimise the inconvenience towards the occupiers caused by emergency repair
  • To avoid causing hazard to residents and public

Common items included in a preventative maintenance programme:

  • Structural elements and wall finishes
  • Fire safety elements, fire service installations and equipment
  • Plumbing and drainage systems
  • Electrical wiring and gas supply systems
  • Lift installations
  • Window installations
  • Roofing materials
